Technically, an "airport" is any sort of location where airplanes, helicopters, blimps or other aircraft can take off and land. The limits are more severe in the case of cities bordering one or more water or mountain tiles, which can't be used in Airlifting. Although this isn't obvious, the rule essentially puts a limit on the number of units you can transport in a single turn from and to any single Airport - you can't transport more units than there are tiles around a city, for example.
